Attention: North Carolina Vehicle Dismantlers and Scrap Metal RecyclersNorth Carolina

The North Carolina Legislature passed House Bill 1136/1758 to encourage vehicle dismantlers and scrap recycling facilities to remove automotive mercury convenience light switches before the vehicle is crushed or shredded. The implementation date for this law was July 1, 2007.

Additionally, in August 2006, a voluntary agreement was reached between the USEPA, American Iron & Steel Institute, Automotive Recycler’s Association, Ecology Center, Environmental Council of States, Environmental Defense, End of Life Vehicle Solutions, Institute of Scrap Recycling Industries, and the Steel Manufacturers Association on a national program, NVMSRP, for recovering mercury switches from scrap vehicles before they are shredded for recycling.

As part of the North Carolina legislation as well as the NVMSRP, ELVS provides education and outreach regarding mercury switch removal. ELVS also provides collection buckets and pays for the cost of shipping and recycling the switches removed by dismantlers and scrap metal recyclers.

North Carolina pays an incentive of $5.00 for each mercury switch removed and properly managed and shipped through ELVS, provided that regulatory requirements of the Mercury Switch Removal Program are met.
